A problem-solving approach with the analysis of problems and needs is an integral part in the careers of every professional, including traffic police officers in Thailand. One crucial impact on this career is the communicative English issue. To accomplish the goal of a problem-solving approach, the traffic police officers must realize what their problems are and recognize what their needs to solve those problems. Consequently, problems and needs analysis on communicative English ability on traffic police need to be done to further improve their English skills. Thus, 100 traffic police officers in 8 provinces of the upper northern Thailand were investigated through the observation, interviews and questionnaire to study the traffic police’s problems and needs. Furthermore, the study involved interviewing foreign tourists who encountered with the police on duty. The findings revealed that most of traffic police officers were not satisfied with their poor English listening and speaking skills. In addition, they thought their English language abilities were insufficient and ineffective for their career. The problems were that they could not catch the word, communicate, or answer the questions. The data obtained revealed the problems with lack of vocabularies. To further illustrate, the small number of vocabularies was at 43% ranking from high to highest level. The problem from accent of the English speakers ranged at 45%. The speed of speaking was the problem from high to the highest level at 57%. The lack of English structure knowledge, one of the problems in English communicative among of the traffic police was at 49%. Moreover, the results from the questionnaire answered by the foreign tourists also showed that the problems in English speaking of traffic police officers resulted from the lack of vocabularies, and the specific terms (42%), difficulties in English pronunciation and mispronunciation (49%) and the lack of English structure (35%). © 2016 The Authors.
